Something of a nitpick, but just because it took me really quite an extremely long time to figure out what he meant:

The line should be "we're so short on the real thing". As quoted, it sounds like he's trying to say we're short of an achievement (e.g. achieving actual general AI).

He does erroneously say what's quoted though, so the title isn't incorrect, but perhaps they should have [sic]ed it; he says "short o' the real thing" but I don't think "o'" has ever been short for "on".

'Short of' has at least two meanings:

1) Lacking in quantity (e.g. "I'm short of money this month").

2) Not having reached some point on a continuum (e.g. "He stopped short of claiming to be best singer in the world.").

Wiktionary confirms your first definition (2nd definition at https://en.wiktionary.org/wiki/short_of - wiki's 1st and 3rd definitions seem like the same thing in my mind) but other dictionaries don't seem to support this (OED only has wiki's 3rd listed) and I've certainly never encountered it before now. Odd.

I would say I'm short on money this month.

Etymologically my thinking was that it comes from "to fall short of" - e.g. to be too short to reach a point. Fitting your 2nd definition.

I don't know anyone who has found Watson even a tiny bit useful. I've seen demo projects done but results are always very underwhelming and the whole thing is just an IBM meat grinder marketing funnel.

Watson is a sham marketing term. There is no "Watson", it's a constellation of consulting services and fragments of rotting software that no one wants to use.

Marketing and PR move the world and is known as propaganda in other parts and sectors for very similar purposes, whether you like it or not.

Most people think that Apple invented things or is innovative (They are other things, but not that) ... most people are in a dystopian technology cult of constant and total surveillance and monitoring all while lamenting crying about "inequity" and "injustice" and "income inequality" while worshiping demigod level billionaire tech robber barons (and have zero clue they are in that cult) ... most kiddos think Socialism has something to do with being social and nice to people (when it's just a con job to get them to relinquish control over their lives) ... most kiddos don't have the foggiest clue that the lies of free this, that, and the other thing Socialism promises is just bait in the trap that leads to oppression and tyranny and an authoritarian state (all while history is littered with the corpses of its victims like the dead mice piling up around a mouse trap the next mouse crawls over) ... most people think diversity is a great thing in spite of reality and history all clearly indicating the literal opposite (as is evident by all accomplishments of humanity having been created in a homogeneous state of a society). But not, maybe I'm wrong and oil is useless and water is useless, but mixing them creates something useful, oil polluted water or water polluted oil.

And they all believe such mentally ill and rather deranged things through the mental framework perverting power of "marketing", PR, and brainwashing, otherwise known as propaganda. You don't have to conquer an overwhelmingly powerful adversary with weapons and troops if you can successfully plant the seeds of psychological self destruction and self-sabotage just as well as you can plant the seeds to make them buy junk or convince them to maintain a dossier on themselves for total mass surveillance by a police state being overrun by authoritarians.
